    Tallinn Waste Recovery Centre AS (TJT) turned to Web Systems in early 2024 to replace its outdated website with a new and functional solution. The company’s main concern was clear: the information on the website was not easy to find, which resulted in a large number of calls and emails to customer support with the same questions. There was a need to rethink the whole content structure, add a clear multi-region logic (Tallinn districts, Saku, Jõelähtme waste treatment centre), trilingualism in Estonian, English and Russian and a more streamlined visual that would support the company’s environmentally sustainable image. The new tjt.ee went live in 2024 and fulfilled its main objective, with information being easy to find, a logical structure and a reduced customer support burden.

    Client and project background

    Tallinn Waste Recovery Centre AS is a waste recovery company operating in Tallinn and Harju County since 1998, employing over 100 specialists. TJT is 100% owned by the City of Tallinn and its main activities are waste transport and treatment of collected waste. The company serves both private and commercial customers in Tallinn and Harju County, including Saku municipality, and operates the waste treatment centre in Jõelähtme.

    The old website existed but no longer met the needs of the business, the content structure had become cluttered over time, the display of information was outdated and it was difficult for the user to find important information. The client wanted a new solution that would address these concerns at once and be flexible to manage in the future.

    Challenge: findable information, multi-region structure and trilingualism

    • Accessibility of information: the main concern was that users could not find the information they needed on the website and that many of the same questions were sent to customer support by phone and email.
    • Multi-region logic: the services of the WEEE are divided by regions, Tallinn districts (City Centre, Mustamäe, Nõmme, Vanalinn), Viimsi municipality, Saku municipality, and each region has its own price lists, waste collection rules and contracting logic.
    • Separate journeys for private and business customers: the needs of the two target groups are different, the website had to serve them separately but with a single user experience.
    • Trilingualism (et / en / ru): foreign language content with a smaller volume, where in several cases you have to be redirected to one trilingual page (sorting instructions, price lists).
    • Displaying price lists: PDFs should be embedded on the page, not just downloadable links.
    • Linking the two e-service platforms: self-service for waste collection in Tallinn is a separate application (tallinnavedu.ee), while self-service for the Saku region is a separate environment (iseteenindus.tjt.ee).
    • Airy and modern visuals: the solution had to support the company’s green image, using pictograms and icons instead of a text wall.
    • Bulk content: all services, sorting guides, EMAS environmental reports, management and staff information transferred and structured according to the new content tree.

    Solution: a WordPress customised theme, a thoughtful content tree and trilingualism

    We chose WordPress with a customised theme as the basis, which ensured flexible content management for the marketing and customer support team and allowed for long-term development of the site. The whole project started with a thorough mapping exercise, which resulted in a new content tree, user folders and structural logic.     Comprehensive mapping and new content tree

    The first step was a business analysis and content tree, reviewing all the information on the old page, assessing what to keep and how to restructure. The result was a clear hierarchy: Home → Private Client / Business Client / Environment / Customer Support / About, with each section further subdivided into logical subsections (region, service, target group). This structure solves the problem of finding information at its root, the user knows immediately where to click.

    Airy design and environmentally sustainable image

    The design solution supports the TJT brand, with airy typography, the use of pictograms and icons, with visual elements in place of text walls where possible. The reading experience is comfortable on desktop, tablet and mobile. Every element of the page, from the home page’s event box to the region-specific service views, is designed to get the user to the information they need with a minimum number of clicks.     Trilingualism in Estonian, English and Russian

    Multilingualism has been addressed with Estonian as the main language and English and Russian content in a smaller volume, focusing on the essentials: price lists, sorting instructions, contacts and basic service information. Instead of a one-to-one translation, a link to a trilingual document (e.g. price lists in PDF format) has been sensibly provided, which reduces the content management burden without sacrificing the user experience.

    Transferring and structuring content

    Unlike many projects, we also took on the task of transposing and structuring all the content according to the new content tree. For the user, this meant that by the time the site went live, all the content was in place, from news and sorting guides to management and staff contacts. The imagery was sourced from TJT’s own photos and supplemented with images from the image bank where necessary.

    Integration of e-services, forms and other functionalities

    There are two separate e-service links on the page, the Tallinn waste collection self-service (tallinnavedu.ee) and the Saku region self-service (iseteenindus.tjt.ee). There is a simple contact form for enquiries and service-specific “ask for a quote” links that direct you to the right e-mail. Price lists are embedded on the site as PDFs that can be read directly in the window without downloading. In addition, Google Analytics, page speed optimisation and security basics are configured.

    Result: better information findability and fewer helpdesk calls

    The new tjt.ee went live in 2024 and fulfilled its main objective: users can find information faster, the structure is clear and the number of repetitive questions to customer support was significantly reduced. During the first year, we also provided ongoing maintenance, rolling changes and training for the TJT team to enable them to move forward with content management on their own.
